Before I clicked the link I said to myself "they don't promise that speed,
they claim "up to" that speed."
To be fair to Shaw or Telus, the internet is impossible to predict. Your
speed will be slower in the evening when more people around the world are
clogging routers and servers.
But, yeah, marketing the theoretical possibility of a service as expected
speed is misleading. So what's new.

Don't test your connection from Shaw's own servers test it from other sites
within the US. Then you can get a somewhat accurate measurement from day to
day. There are lots of sites here are a few..

Not sure where the Telus one is but that would be worth a try.
I'll be going back to regular old high speed within a few months it's good
enough.
