Now it is getting really worthwhile to go to the USA for shopping, with cheap
airfares, then deals on car rentals as well.

I spoke with our charter sales department and they said it would be possible to arrange a charter from Edmonton to Seattle, however it may not be cost
effective since we would have to ferry an empty plane to Edmonton, and fly it
back empty on the return from Edmonton. Essentially, you would be paying for
two round-trips. If this is still something you would like to look into
further, please let me know and I'd be happy to put you in touch with our
charter department.
